Samantha Marx is a Senior Associate in the Banking & Financial Services and Insurance & Reinsurance Law practices at Arendt & Medernach. She advises banks, investment firms, payment service providers, electronic money institutions and other financial sector professionals, as well as insurance and reinsurance undertakings, insurance intermediaries and other insurance sector participants, on a broad range of financial regulatory matters and general banking and insurance law.

Samantha’s practice focuses on licensing requirements, including regulatory due diligence for domestic and international regulated entities, together with the organisational and governance requirements applicable to financial institutions. She also advises on qualifying holdings and the regulatory framework governing outsourcing arrangements and the prevention of money laundering and terrorist financing. She regularly assists leading international banking and insurance groups on strategically sensitive, complex and time critical regulatory matters, including those involving interactions with financial sector supervisory authorities.

Samantha has also developed extensive experience in emerging sectors, including fintech and the digitalisation of payment services. She assists both new market entrants and established financial institutions on practical implementation of the evolving regulatory frameworks.

She joined Arendt & Medernach in April 2021.

  • Samantha obtained a Master of Laws (LL.M.) in International Financial Law from King’s College London (UK) in 2020.
  • Prior to this, she earned a Master’s in Economic and Labour Law from the Université Libre de Bruxelles (Belgium) in 2019. During this programme, she also completed an Erasmus exchange at Ludwig Maximilians Universität in Munich (Germany).

  • Samantha was admitted to the Luxembourg Bar in 2021 and holds the title of Avocat à la Cour (Liste I).

  • Before joining Arendt & Medernach, Samantha gained professional experience at an AI start‑up active in the legal technology sector, where she was exposed to innovative legaltech applications.
