Ursula Bassoukou is a Senior Associate in the EU Financial & Competition Law practice of Arendt & Medernach. She specialises in EU and Luxembourg competition law.

Ursula advises a wide range of clients across diverse industry sectors, including insurance, banking, investment funds, retail, and energy, on matters related to EU and Luxembourg competition law. She provides strategic legal support in antitrust investigations and inquiries by the Luxembourg Competition Authority and merger control filings with the EU Commission. Her expertise also includes designing and delivering tailored antitrust compliance programs, conducting internal audits, and reviewing commercial practices to mitigate competition risks.

Ursula also has experience in assessing and submitting foreign direct investment (FDI) notifications to the Luxembourg Ministry of the Economy and advising on the application of the EU Foreign Subsidies Regulation (FSR).

  • Ursula holds a Master of Laws (LL.M.) in EU Competition Law and Economics from the Brussels School of Competition (BSC) in Belgium.
  • She also holds a postgraduate diploma in EU Competition Law from King’s College London (United Kingdom) and a postgraduate certificate in Brazilian Corporate Law from Fundação Getúlio Vargas (GVlaw), as well as a Bachelor’s in Law (LL.B) from Universidade Presbiteriana Mackenzie (Brazil) (the LL.B in Law takes a total of five years).

  • She has been a member of the Brazilian Bar since 2013, the Portuguese Bar since 2022, and the Luxembourg Bar (List IV) since 2025.

  • Prior to joining Arendt, Ursula accumulated over 10 years of experience in Brazilian competition law at leading international law firms, where she advised both corporate clients and individuals.
