Achet-Billa is a Senior Associate in the EU Financial & Competition Law practice of Arendt & Medernach.
She specialises in EU and Luxembourg competition law and Luxembourg FDI screening, with expertise in a wide range of industries, including private equity, banking, insurance, rail, security services and pharmaceuticals.

She has strong hands-on experience in cartel and abuse of dominance cases, representing clients before the Luxembourg Competition Authority and on appeal before the administrative tribunal, where she provides strategic advice throughout proceedings. She has been involved in damages claims, including Luxembourg’s first private enforcement case.
In addition, she provides assistance on merger control, including filings to the EU Commission and assessing referral risks under Article 22 of the EU Merger Regulation.
Her practice further includes reviewing commercial agreements from an antitrust perspective, providing antitrust compliance guidance and advising on the application of the EU Foreign Subsidies Regulation (FSR).

She also assists clients in FDI matters and has notified several transactions across sectors since the FDI screening law was adopted in July 2023.
She has represented clients before the Court of Justice of the EU in litigation cases related to EU law including competition law and EU institutional law.

Achet-Billa regularly publishes on antitrust and FDI topics and participates in related conferences including as an external lecturer at the European Institute of Public Administration.

  • Achet-Billa holds an LL.M. in European Competition Law and Regulation from the University of Amsterdam, as well as Master’s 1 and 2 in European Law from Université Paris I Panthéon-Sorbonne.
  • She also has an LL.B. in European Law from De Montfort University (England) and the University of Orléans (France).

  • She has been a member of the Luxembourg Bar since 2023 (List I since 2025).
  • She is also a member of the Association Luxembourgeoise pour l’Etude du Droit de la Concurrence (Luxembourg Association of Competition Law) (current).
  • Previously, she was a member of Concurrences Antitrust Writing Awards Jury (2021).

  • Before joining Arendt, Achet-Billa gained over four years of experience in EU and French competition law. She worked in competition law advocacy as the Global Head for Conferences and Events and Associate Director of the leading competition law publisher, Concurrences. She also gained prior experience at the French Competition Authority, the Paris Court of Appeal (Chamber handling appeals of French Competition Authority cases) and the International Chamber of Commerce (ICC).
